Need help! vqadmin

hey guys... i have a little permission problem!

i cant do anything...

Create Domain: Permission denied
Delete Domain: Permission denied
View Domain: Permission denied
List Domains: Permission denied
[...blah blah blah...]

so i think its some rights problem
how can i set the good permission?

-rwsrwsrwx 1 root 82364 Aug 20 07:58 vqadmin.cgi

is 82364 is a setuid or something?
if yes how could i set it up to work?
