problem with vqadmin

Hey!

I've searched for this, but cannot find any answer wich I haven't tried (well I can be doing it wrong anyway).

But the problem is:

vQadmin was unable to determine your username, which
means your webserver is improperly configured to run
with this CGI. For security reasons, this script
will not run without Apache htaccess lists.

I've searched google also.
But I don't get it working even If I try..

What can be wrong?
It says in forums or helps that I should check the AllowOverride option in httpd.conf?
It says AllowOverride on multiple places in that file? Any particular?
Anyone who got some spare time, would like to give me a detailed step-by-step troubleshooting?
